The Centers for Medicare & Medicaid Services (CMS) announced earlier this month that plans sold on the Health Insurance Marketplace (Marketplace) will receive quality ratings using a five-star system (with  5 stars representing the highest quality plan).

The cornerstone of the Affordable Care Act (ACA) is arguably the Health Insurance Marketplaces, also referred to as the Exchanges. Effective 2014, previously uninsurable individuals could start enrolling in a health insurance plan without regard to their medical history, and people who had trouble affording coverage could receive subsidies to reduce their out-of-pocket costs and/or premiums if certain requirements could be met.

In 2013 and 2014 the word “exchange” was being used everywhere in the health insurance industry. Now, just a couple of years later, that term isn’t being used as frequently as it was just a couple years prior. Why? For one, the federal government decided the phrase “health insurance marketplace” or “marketplace” was what they would start calling their exchange. The media and general public also seem to associate the word “Obamacare” as being synonymous with the government-run exchanges. Additionally, private exchanges are not experiencing the growth rates that many had projected.

H&R Block®, the largest tax services provider in the country, has indicated that so far this year the average penalty paid by those individuals without health insurance in 2015 is $383. The average penalty paid in 2014 was $172, reflecting an increase of $211 from the previous year. The penalties will be steeper in 2016 being the greater of $695 or 2.5% of income.

The IRS has issued proposed regulations that will introduce a new excepted benefit available to some employees who purchase individual market coverage. Excepted benefits are exempt from most of the requirements and obligations under the Affordable Care Act (ACA).

Most employers will be required to provide a written notification to employees in regards to the ability to access coverage through the new Health Insurance Marketplaces, also known as the exchanges. Even employers that don't provide coverage to their employees will be required to provide this written notification.

The Center for Consumer Information and Insurance Oversight (CCIIO) published guidance on May 1, 2013 about the role of insurance producers in the Health Insurance Marketplaces, also referred to as the public exchanges.

The guidance suggests that insurance producers will play a valuable role in facilitating public exchange enrollments starting this October.

The Center for Medicare and Medicaid Services (CMS) issued a statement on April 30, 2013 that the public exchange applications, officially referred to as the Marketplace Consumer Applications, have been revised.

The Invidual Short Form is now just three pages in length. The Family Form is also said to have been reduced by about two-thirds its original length.

What will the exchanges look like? What are the exchange deadlines? How will subsidies and payments be processed? There constantly seems to be questions about the health insurance marketplaces, also known as the exchanges.

The Center for Medicare & Medicaid Services (CMS) released a progress fact sheet about the exchanges on April 22, 2013. This new information provides additional details about eligibility and enrollment, plan management, financial management, consumer support and more.
